The Mind - Conscious and Subconscious

The mind is composed of two parts, the conscious and the subconscious. The conscious mind is the master and the subconscious mind is the servant. If the conscious mind holds on to a certain thought, the subconscious mind takes it as an instruction. The conscious mind can search for facts on which to build its reasoning but the subconscious mind does its reasoning exclusively with the thoughts handed down by the conscious mind whether they are facts or not. Our willpower is completely run in the conscious mind. This is also the portion of the mind that deals with time, numbers and interpreting words. This is where we do all our logical thinking, rationalizing, analyzing, and questioning.

The PERM regulations were first proposed in May 2002. They were created to help streamline the permanent labor certification system, thus providing an answer to the current labor certification backlog.
